An IC card, a system and a method for paying medical expenses integrally with the same, and a recording medium thereof are provided to enable a client to receive a medical service from a hospital by automating a complex civil medical insurance service process with the IC card including a virtual account for processing medical insurance money of the client. An IC card includes payment tool and civil medical insurance card information. A card terminal(1570) extracts the payment tool or civil medical insurance card information corresponding to a medical expense item by linking with the IC card, generates a payment approval request message by using the extracted information, and transmits the message to a server. The server approves a payment request based on the message. The IC card includes an interface, an IC chip storing the payment tool and civil medical insurance card information, and a processor executing an application for providing the payment tool information to the card terminal when the medical expense item corresponds to a non-insured item, and providing the medical insurance card information when the medical expense item corresponds to an insured item.
