PROBLEM TO BE SOLVED: To provide a surface treatment device capable of performing reduction treatment of the entire surface of a board with a conductive layer by using a smaller amount of electrolyte than conventional, and a method of manufacturing a board with a conductive layer subjected to the reduction treatment, while furthermore, to provide a method of manufacturing a solar cell and an organic EL device using this board with a conductive layer.SOLUTION: A surface treatment device has at least three electrode rollers 2, where the electrode roller 2 comes into contact with a transparent electrode layer while containing an electrolyte, and moves relatively to a substrate 103 for work in process solar cell. The electrode roller 2 includes a pair of positive electrode roller 20 and negative electrode rollers 21a, 21b, where a voltage or a current can be applied between the positive electrode roller 20 and negative electrode rollers 21a, 21b. Another pair of electrode rollers 2 are disposed on the upstream side and down stream side in the direction of movement X of one electrode roller 2, out of the positive electrode roller 20 and negative electrode rollers 21a, 21b.SELECTED DRAWING: Figure 2 |
