<p>PROBLEM TO BE SOLVED: To encode an image with a high quality by attaining an image quality control for every partial domain in wavelet transformation encoding. SOLUTION: An inputted image 100 is read only several lines necessary for a wavelet transformation, is buffered in a memory part 6, is wavelet- transformed in a wavelet transformation part 2, and then is quantized in a coefficient quantization part 3. When quantizing a wavelet transformation coefficient, a weighting factor is multiplied to the wavelet transformation coefficient for each sub band, and the weighting factor is determined by using analyses information on a specific block region (motion information, information on the degree of details of a texture) in a picture from a block image analysis part 1. Thus a fine quantization control can be attained in an image block unit.</p> |
