PROBLEM TO BE SOLVED: To provide an inputting device, capable of performing the pseudo operation of virtual scissors in real manner and an electronic playing device using this input device. SOLUTION: This input device is provided with a first member and a second member, and the both members are pivoted axially and connected so as to be rotatable. This device is also provided with a switching means for outputting a signal corresponding to the rotation of the both members, so as to output the switch means to a data processing means.
