The communication device is comprised of an identifier generating unit (152) for generating different terminal identifiers corresponding to functions to be used, an identifier allocating unit (114) including an identifier selecting unit (104) for allocating the identifiers to the destination terminal devices. A plurality of different terminal identifiers (terminal function identifiers) can be designated for specifying the destination terminal devices and the functions to be used. Further, a capacity of a memory can be optimized to store information necessary for the optimum modulation control.
