PROBLEM TO BE SOLVED: To provide a heat transfer pipe manufacturing device which can efficiently manufacture a heat transfer pipe having a length and outer diameter as prescribed. SOLUTION: The heat transfer pipe manufacturing device for manufacturing a heat transfer pipe which has spiral-shaped grooves formed on the outer circumferential surface 101 of a cylindrical pipe 100 and is installed in a heat exchanging device comprises: a support part for supporting the cylindrical pipe 100 rotatable around its central axis P and movable in the longitudinal direction; groove forming plates 33a, 33b, 33c structured in a disc shape, with their teeth parts 53 formed on the end surface, and arranged so that the plate surfaces 54 form a prescribed angle except for a right angle to the central axis P; and a rotary mechanism for rotating the groove forming plates 33a, 33b, 33c, with the teeth parts 53 thereof pressed on the outer circumferential surface 101, to rotate the cylindrical pipe 100 and move it in the longitudinal direction to form the grooves.
