PROBLEM TO BE SOLVED: To prevent liquid leakage from a cathode part, in an electrolytic capacitor which uses an electrolyte solution containing a quaternary salt of cyclic amidine compound. SOLUTION: A ceramics coating layer is formed in a contact part of a cathode lead-out means with a sealed body, especially a round bar. At the same time, a chemical treatment is applied to a cathode electrode foil, so that a current can be prevented from flowing. Futhermore, an insulation layer made of aluminum oxide is formed in an anode lead-out means, so that the electric potential of the cathode foil can be made higher. In addition, an electrolyte solution is added with an oxidizing agent, thereby suppressing the production of hydroxide ions. Therefore, the liquid leakage from the cathode or anode lead-out means can be prevented, even while a load is given or no load is given, and the reduction of electrostatic capacity due to decrease in the volume of electrolyte solution can be prevented as well. As a result, a longer service life and a higher realiability of the electrolytic capacitor can be obtained.
