PROBLEM TO BE SOLVED: To provide a converter operating method in which any expensive heat-raising material need not be used, any defective dephosphorization is prevented, and the hitting ratio of the target temperature after completing the decarburization step can be improved. SOLUTION: The converter operating method comprises a dephosphorization step of performing desphorization refining of hot metal charged in a converter, and a decarburization step of performing decarburization refining of hot metal after the dephosphorization step by the same converter. The total charge of oxygen except that for desilicalization in the dephosphorization step is set to be 9-14 Nm<SP>3</SP>/t. The intermediate target value of hot metal after completing the dephosphorization step is calculated based on the final target value including the target temperature of molten steel after completing the decarburization step. The ratio of gas acid to solid acid of oxygen charged in the dephosphorization step is set so that the heat balance of the decarburization step is higher by 0-40°C than the target temperature of molten steel after completing the decarburization step.
