PROBLEM TO BE SOLVED: To prepare a polyvinyl alcohol-based film having excellent uniformity in thickness of the film, having a uniform optical performance, without having defects, such as optical streaks, and having an extremely excellent external appearance of the film, without causing blocking of the films with each other, even when the film in continuous length is wound in a roll state and then stored for a long period, and especially useful as a raw film for obtaining a polarizing film having the excellent optical external appearance, without having disorder, such as optical unevenness. SOLUTION: This polyvinyl alcohol-based film contains a polyvinyl alcohol-based resin, an ether-type nonionic surfactant (a), and at least two kinds of nitrogen containing-type nonionic surfactants (b).
