PROBLEM TO BE SOLVED: To provide a polymer optical waveguide circuit device applied to an optical demultiplexer, an optical mutiplexer, etc., for instance, in optical communication and that is resistant to polarization changes, undesired film thickness change in preparing a core layer, refractive index changes and temperature changes. SOLUTION: The polymer optical waveguide circuit device is formed on the surface of a substrate. An optical waveguide core is a polymer having a negative refractive index temperature coefficient whose value is in the range of -2×10<SP>-4</SP>/°C to -1×10<SP>-4</SP>/°C and having the refractive index n<SB>g</SB>of 1.506-1.567 and the birefringence of 0.008-0.01. The material of a lower clad layer and an upper clad layer covering the optical waveguide core is a polymer having the negative refractive index temperature coefficient whose value is in the range of -2×10<SP>-4</SP>/°C to -1×10<SP>-4</SP>/°C and having the refractive index n<SB>c</SB>of 1.503-1.562 and the birefringence of 0.008-0.01 at 1550 nm wavelength.
