PROBLEM TO BE SOLVED: To accurately judge the rotation of a motor even if the generation time of an induction signal of a motor changes. SOLUTION: A control circuit 106 judges that a motor is not rotated when a stepping motor driving pulse circuit 107 rotates, and drives a stepping motor 102 toward one direction with a normal driving pulse in a normal state. An induction signal occurring during a detection time set after the motor is driven is below a predetermined level reference value, and controls the driving pulse circuit 107 so as to forcibly rotate and drive the motor toward the one direction with a compensation driving pulse. If a detection circuit 108 detects an induction signal exceeding the predetermined level reference value outside a predetermined time reference value, the control circuit 106 judges that the rotation of the motor 102 becomes slower and judges the rotation of the motor 102 by using a longer masking time.
