PROBLEM TO BE SOLVED: To provide a distribution advertisement determining device, a distribution advertisement determining method, and a distribution advertisement determining program capable of determining distribution advertisement information which matches more with the content of a moving image.SOLUTION: The distribution advertisement determination device comprises a first acquisition unit, a second acquisition unit, and an advertisement information determining unit. The first acquisition unit acquires caption information associated with a scene of a moving image included in content information. The second acquisition unit acquires scene information respectively indicating the situations of the scenes included in the content information. The advertisement information determining unit determines distribution advertisement information corresponding to the content information on the basis of the caption information acquired by the first acquisition unit and the scene information acquired by the second acquisition unit.
