SOLUTION: Before storing gas or liquid into a cavity 2, water W is injected into the cavity 2 in advance, a water pressure P is operated on bedrock R that surrounds the cavity 2, and then the water W in the cavity 2 is discharged, and the gas or liquid is stored.
