PROBLEM TO BE SOLVED: To reduce cost for storage of emergency beverage as much as possible at a business office which stores emergency beverage, and to avoid causing a problem for management of the business office while meeting a request of administrative authority.SOLUTION: Each vending machine 1 including a vending machine in a business office transmits the number of sales in a totalization period from a data transmission unit 2 to a data receiving unit 33, and a calculation processing unit 31 stores it in a storage unit 32. An instruction sheet output program 62 executed by the calculation processing unit 31 describes the number of commodities for replenishment according to the number of sales on an instruction sheet regarding each vending machine 1 in a route and outputs it, and also, describes the number of replacement of emergency beverage acquired by a replacement number acquisition program 63 on the instruction sheet 8 and outputs it.
