An inference system and a method of the statistics based, are provided to obtain the intelligent information suitable for a user situation based on the corresponding ontology information and the statistical information after analyzing a query for needing from a user. An inference system comprises: a query inputter(11) for receiving a query for the user needs from an application service module on a specific domain region; a query parser(12) for converting into a corresponding user demand information by parsing the query which is input from the query inputter; a statistical processor(14) for questioning the user demand information to the inference engine(19), and bring a domain statistics processing regulation corresponded to the user demand information from a statistics processing regulation stores; an inference engine for extracting the corresponding inference information from a ontology stores(17); and a statistics processing regulation stores(13) in which the domain statistics processing regulation is stored.
