PROBLEM TO BE SOLVED: To enable determination as to whether an installation candidate position of a relay device is proper or not as an installation position by using no dedicated communication device.SOLUTION: A communication device 2 comprises an achieving part 251 for a round-trip delay time corresponding to a time period from transmission of a packet from the communication device 2 to a master unit 1 till reception of a response packet transmitted from the master unit 1 by the communication device 2 at an installation candidate position of a relay device for relaying radio communication of a master unit 1 for emitting electric waves, and a determination part 252 for determining on the basis of the round-trip delay time whether the installation candidate position is proper as an installation position of the relay device for relaying radio communication of the master unit 1.SELECTED DRAWING: Figure 2
