PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge, and an image forming apparatus that can suppress the occurrence of fogging due to a deterioration of a toner.SOLUTION: A developing device 4 comprises: a developer; a storage part 41; and a developing roller 42.
