PROBLEM TO BE SOLVED: To provide an underground continuous wall construction device capable of constructing an integrated block-shaped underground continuous wall, and a construction method capable of constructing the underground continuous wall at an increased efficiency of construction work and, particularly in marine underground construction work, capable of preventing polluted water produced from discharged earth from diffusing into seawater. SOLUTION: In the underground continuous wall construction device 50, an endless-chain excavating and agitating device is attached to a lifting device 2 installed at a travel device 21 on a pontoon. The endless-chain excavating and agitating device 1 is of the plural type comprising a plurality of endless- chain excavating and agitating devices 1a, 1b and 1c arranged in parallel, each of the devices comprising a chain drive 3 installed above a chain frame 6; a sprocket 11 installed below the chain frame 11; a chain 9 suspended between the drive 3 and the sprocket 11, with a number of excavating and agitating blades 10 disposed on the chain; and a fluid discharge opening 8 installed within the chain frame 6.
