PROBLEM TO BE SOLVED: To provide a technique in which reaction heat generated by a secondary combustion in a decarburizing furnace and a melting furnace is efficiently utilized for melting and oxidizing reaction, and the damage of a refractory caused by heat-up of exhaust gas is suppressed low. SOLUTION: The secondary combustion ratio in the furnace is controlled in the range of 10-55% by controlling the oxygen supplying from a top-blown lance and also, the conductive heat medium is heated in flame and supplied into molten iron by supplying the heat conductive medium, such as iron ore, from the lance. Further, the damage of the refractory is avoided while maintaining the utilizing ratio of the secondary combustion heat to the high degree by cooling the flame temperature.
