PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrophotographic photoreceptor which has good uniformity of film properties and satisfies both of electrical characteristics and mechanical characteristics, and an electrophotographic apparatus provided with the electrophotographic photoreceptor, and an electrophotographic process cartridge. SOLUTION: In the method for manufacturing the electrophotographic photoreceptor including a conductive support and a photosensitive layer, wherein an outermost surface layer is a layer modified by at least curing with electron beam irradiation in an inert gas atmosphere, a film-like member is located on a trajectory of an electron beam between an electron beam taking out window in an electron beam irradiating device and the electrophotographic photoreceptor which is an object to be irradiated and in a position where the member does not touch both of the window and the electrophotographic photoreceptor, and the electron beam is passed through the film-like member and irradiates the electrophotographic photoreceptor.
