<P>PROBLEM TO BE SOLVED: To provide an excellent conductive member capable of reducing water absorption property without impairing electric conductivity of the conductive member and suppressing environmental fluctuation of a gap between a photosensitive body and the conductive member and to provide a process cartridge having this conductive member and an image forming device having the process cartridge. <P>SOLUTION: This conductive member 101 is provided with a conductive supporting body 106, an electric resistance adjusting layer 104 formed on the conductive supporting body 106, and space holding members 103 formed in both end parts of the electric resistance adjusting layer 104 and made of a material being different from that of the electric resistance adjusting layer 104. This conductive member 101 holds a section between an image holding body 61 and the electric resistance adjustment layer 104 as a fixed gap G by the space holding members 103.
