<P>PROBLEM TO BE SOLVED: To provide a developing device capable of uniformly dispersing toner within a toner storage part even when the device is a small one capable of adding and supplying toner, and to provide an image forming apparatus with the same. <P>SOLUTION: The developing device 14a includes: the toner storage part 15a that extends in a longitudinal direction and stores the toner; a toner supply part 15b that supplies the toner to the photoreceptor drum 11; a partition part 15c that separates the toner storage part 15a and toner supply part 15 from each other; and a stirring sheet 30b that is held while being projected in the radial direction of a rotatable shaft part 30a, extends in the longitudinal direction and stirs the toner in the toner storage part 15a. The partition part 15c has a protrusion 15g which projects toward the toner storage part 15a.
