PROBLEM TO BE SOLVED: To provide a mail filter capable of shortening the processing time. SOLUTION: An SMTP processing section 15 relays commands and responses which are being delivered between an SMTP client 2 and an SMTP server 3 and performs content check, when a message is relayed. TCP/IP terminating sections 11 and 12 keep identical header information of TCP/IP between the SMTP client 2 and a mail filter 1 and between the mail filter 1 and the SMTP server 3, by sharing the header information via a connection managing section 13. If the e-mail message is not discarded but is relayed as a result of content check, the SMTP processing section 15 transfers response to the SMTP client 2, when the SMTP server 3 completes relay processing.
