PROBLEM TO BE SOLVED: To provide a novel polymer capable of being used as a surface modifier excellent in water/oil repellency and a slip property. SOLUTION: An additional polymer of a monomer (a), i.e., a specific fluorine based silicone compound and an addition polymerizable monomer (b) containing a cross-linkable functional group and an addition polymerizable functional group, namely a polymer having a cross-linkable functional group in the non-cross-linked state is provided. Further, the polymer and the resin composition containing a cross-linkable functional group and a cross-linkable resin having a cross-linkable structure or its monomer are provided. Further, in the film formed by the resin composition, the resin film obtained by reacting/cross-linking the cross-linkable functional group and the cross-linkable structure is provided.
