PROBLEM TO BE SOLVED: To provide a safe useful substance excellent in stability which sufficiently and sustainably functions in normalization of the motor system and prevention/recovery/amelioration of hypofunction, as well as prevention/recovery/amelioration of skin sagging, elasticity, wrinkles and pigmentation and normalization of keratin in a cosmetic system, and to provide applications and means thereof.SOLUTION: Provided are a cartilaginous precursor cell proliferation promoter, a cartilage differentiation promoter, a cartilage calcification inhibitor, a knee joint ameliorating agent, a skin sagging ameliorating agent, a skin elastic ameliorating agent, an ameliorating agent for skin wrinkles, a skin keratin ameliorating agent, a skin pigmentation inhibitor and a humectant, in which three kinds of molecular binding units obtained by binding, in the order of a certain sequence, five sugars and a serine including sulfate group or phosphate group partially and at a specific position are present at a terminal site in the molecule, as a main active molecular part, and whose active ingredient is a high molecular sugar chain compound obtained by hydrolyzing a glycoprotein substance extracted from cartilage tissues.
