This internal combustion engine control device is provided with: a partially plugged filter (31) which captures particulate matter (PM) in the exhaust gas of an internal combustion engine (11) and which has either a structure in which, of multiple cells (33) provided in the filter, some cells are sealed at the entry side and one or more of the remaining cells are open at the outlet side, or a structure in which some of the cells are sealed at the outlet side and one or more of the remaining cells are open at the inlet side; a PM sensor (32) which detects the amount of PM in the exhaust gas that passes through the partially plugged filter (31); and an estimation unit (30) which estimates the amount of PM deposited in the partially plugged filter (31) on the basis of the PM amount detected by the PM sensor (32) and the PM capture rate of the partially plugged filter (31). |
