PROBLEM TO BE SOLVED: To provide a blood collecting device and a passage open/close means which enable the transferring of blood in a laminar flow by eliminating the possibility of failed fast tearing, clogging a passage with torn pieces of a sealing member, the generation of torn chips and the like. SOLUTION: In the blood collecting device (1), the passage open/close means (30 and 40) are arrayed in the course of a blood collecting tube (T1) between a branch tube (13) and a blood collecting bag (4) and made up respectively of inner tubes (31 and 41) and outer tubes (32 and 42). The inner tubes (31 and 41) are formed out of a material elastically restorable against extraneous pressures without blocking as caused by heating.
