PROBLEM TO BE SOLVED: To provide a congestion information generation apparatus and a congestion information generation method capable of improving accuracy of congestion information on a road generated from a velocity based on information obtained from a portable information device.SOLUTION: A congestion information generation apparatus generates congestion information on a road link on the basis of position information and time information acquired from each portable information device 21 and mapped onto the road link. The congestion information generation apparatus comprises: a velocity calculation unit 42 that calculates a link velocity for the road link from the position information and the time information closest to each of a start point and an end point of the road link, and that calculates a section velocity for each section within the road link on the basis of each position information and each time information; and a congestion information generation unit 45 that generates the congestion information on the road link from the link velocity. The congestion information generation unit 45 determines, for every portable information device 21, whether to use the link velocity for the generation of the congestion information on the basis of a prescribed number or more of section velocities out of the section velocities of the respective sections of the road link.SELECTED DRAWING: Figure 1 |
