<p><P>PROBLEM TO BE SOLVED: To perform an encrption by more enhancing the security of a specific data item on a database than other data items. <P>SOLUTION: The data base stored in an external database storage device 18 is read by a database I/F 17. Here, data about a predetermined column item of the database is encrypted using a column key common to the column item by referring to a key specification table 16c, pieces of data about other column items are encrypted using column keys unique to each column as items for which high security is required. Furthermore, the column keys are encrypted by a basic key by referring to a basic key storage part 16b and stored in an encrypted data storage part 16d with the encrypted database.
