PROBLEM TO BE SOLVED: To provide a vehicle color determination device, a vehicle color determination system and a vehicle color determination method, capable of determining precisely a vehicle color at low cost. SOLUTION: A plate recognition part 14 recognizes a number plate. A plate position calculating part 15 calculates moving vectors xm, ym of a plate position, based on coordinates xp, yp of the plate position on each of plate pick-up images at different imaging times. A vehicle color determination area specifying part 17 calculates coordinates xs, ys of the plate position on a color determining pick-up image in the imaging time t+n after a prescribed time lapses from the imaging time t+1, based on the coordinates xp, yp of the plate position, the moving distance (vector) (for example ym) of the plate position, and the like, and specifies a vehicle color determination area, based on the calculated coordinates xs, ys of the plate position.
