Disclosed is a short message transmitting method, the method comprising: a protocol stack processing device acquires, according to a service type of a received service message transmitted by a service sub-system, an SMSC index list matching the service type, the service message comprising a service type identifier and a short message content; and polling the SMSC index list, and when an SMSC corresponding to the polled SMSC index is determined to satisfy a preset short message transmitting condition, transmitting the service message to the SMSC.
