PROBLEM TO BE SOLVED: To solve the following problem: sufficient communication quality cannot be sometimes provided in some installation locations, though a small base station is often installed in a private house, a shop and the like.SOLUTION: A base station controller includes: a facility identification part for identifying artificial facilities where a base station is installed; an output setting determination part for determining radio wave output setting of the base station on the basis of the artificial facilities identified by the facility identification part; and a base station control part for making the base station output radio waves according to the radio wave output setting determined by the output setting determination part. |
