Disclosed are an OTP using method and an OTP device for a visually impaired person. The OTP device for a visually impaired person of the present invention may include: a control unit which generates an OTP control signal if a personal password input through an upper end input and output unit is the same as a prestored personal password; an OTP generation unit which generates an OTP number according to the OTP control signal of the control unit; a lower end contact unit which receives the generated OTP number and transmits a mapping value of the OTP number based on a predetermined mapping value to a cylinder unit; the cylinder unit which transmits the mapping value of the OTP number to the upper end input and output unit; and the upper end input and output unit which outputs the mapping value of the OTP number by using a sensation recognition type button. The upper end input and output unit receives a personal password from a user by using a button by a sensation recognition method in an input mode. The cylinder unit transmits the input personal password to the lower end contact unit. The lower end contact unit can analyze the input personal password and transmit a mapping value of the personal password to the control unit.
