A data transmitting device and a data transmitting system are provided to connect a functional block, designed on the assumption that responses are returned in the order of the transmission requests, to a plurality of slaves without changing circuitry while maintaining the order of the responses. A data transmitting device comprises the followings: a transmission request counter(41) which counts up or counts down whenever a response signal for a transmitting request from a master device is inputted from one of slave devices, and counts down or counts up whenever a data transmitting completion signal is inputted; a transmission destination selector(42) which determines and selects one of the slave devices as a destination of the transmission request, and enables data transmission between the master device and the slave devices; and a data transmission monitoring unit(43) which monitors the completion of data transmission corresponding to the transmission request by the master device and outputs a data transmission completion signal to the transmission request counter if the data transmission completion is recognized.
