<P>PROBLEM TO BE SOLVED: To impartially utilize a radio communication medium from a plurality of radio communication media, to reduce the probability of the occurrence of the interference among radio stations, and to stabilize communication quality. <P>SOLUTION: A radio link determination section 23 extracts radio links with a radio link use rate not more than a prescribed value from all the radio links connected to the radio station of a communicating party, when determining which radio link of radio communication media should be used for each radio station of the communicating party based on the radio link use rate for each radio communication medium, and randomly selects a radio link from the extracted radio links. <P>COPYRIGHT: (C)2009,JPO&INPIT |
