PROBLEM TO BE SOLVED: To provide a biodegradable plastic composition that is easily homogeneously-mixed with a biodegradable binder resin while using a rice starch as a biodegradable natural resin and that prevents the smell inherent to grain and infestation of a harmful insect and a small animal which like grain. SOLUTION: The biodegradable plastic composition is produced by homogeneously-mixing a biodegradable natural resin (X), a biodegradable binder resin (Y), and a functional material (Z). The resin (X) is composed of an Indica rice or an Africana rice. The material (Z) is a mixture of at least one of a natural additive having a repellency, antibacterial, and biocidal components, or a natural colorant or an ion adsorbent. The mass ratio between each of the resin (X), the resin (Y), and the material (Z) is X:Y:Z=40-80:50-19:10-1, when the total of the resin (X), the resin (Y), and the material (Z) is 100 mass.
