PROBLEM TO BE SOLVED: To reduce deterioration of image quality suitably while reducing the amount of arithmetic processing.

SOLUTION: The image encoder comprises a section for encoding input data, a section for decoding the data which are encoded at the encoding section, and a section for reducing flicker for image data decoded at the decoding section.
