<P>PROBLEM TO BE SOLVED: To provide a developer cartridge that can secure the circulation of a developer between the outside and a developer storage chamber and prevent the leakage of the developer between a first frame and a second frame, a developing device comprising the developer cartridge, and an image forming apparatus comprising the developing device. <P>SOLUTION: A toner cartridge 31 is constituted of an inside housing 81 where an inside supply opening 89 and an inside return opening 90 are formed, and an outside housing 82 in which the inside housing 81 is internally fit in a freely rotatable manner and where an outside supply opening 108 and an outside return opening 109 are formed.
