Provided are an inorganic ion conductor which has porosity and is represented by chemical formula of M^1_(1-a)M^2_aP_xO_y, a preparation method thereof, and an electrolyte membrane for fuel cells comprising the same. The inorganic ion conductor has pores having an average diameter of 2 to 100 nm. Specific descriptions regarding the chemical formula are described in the specification. The inorganic ion conductor of the present invention has high specific surface area and high ion conductivity.
