PROBLEM TO BE SOLVED: To accurately detect a pull-down sequence. SOLUTION: The pull-down sequence detector is provided with: a history information DB for storing the result of judging whether or not respective inputted fields are repeat fields corresponding to the respective fields; and a threshold DB for storing a threshold to be controlled. A 23 pull-down sequence detector compares the pixel of a first field constituting an interlace video image and the pixel of a third field one frame before each field, calculates a differential absolute value by a difference between the frames, judges the distribution bias of the differential absolute value using a plurality of thresholds, detects one repeat field candidate in the cycle of five fields and the field other than the repeat field from the interlace video image, judges whether or not it is the repeat field on the basis of the regularity of repeat field generation from the detected repeat field candidate, and controls the plurality of thresholds in the case of judging that the field candidate other than the repeat field as the repeat field.
