The method includes: on the basis of the signal quality parameter and/or parameter information of resource occupation ratio, the terminal determines to feed the processing information about activating or deactivating part or all of the auxiliary cells back to the network side according to a preset processing policy; the terminal receives the control information about activating or deactivating one or a plurality of auxiliary cells transmitted by the network side on the basis of the processing information and controls one or a plurality of auxiliary cells correspondingly. |
