A level shifter and a flat panel display apparatus using the same are provided to reduce power consumption by turning on one of first and second transistors in delay of a second input signal. A level shifter includes first and second transistors(M1,M2), a first capacitor(C1), an input line of a first signal(IN), and third and fourth transistors(M3,M4). The first and second transistors, which are connected in series between a first source voltage and a second source voltage lower than the first source voltage, are set to different types from each other. The first capacitor is connected between gate electrodes of the first and second transistors. The input line of the first signal is connected to one gate electrode of the first and second transistors and a first electrode of the first capacitor. A gate electrode of the third transistor, which is formed between a second electrode of the first capacitor and a third source voltage, is connected to an input line of a second input signal. A gate of the fourth transistor connected to the second electrode of the first capacitor and the third transistor is connected to one electrode thereof, which is connected to the second electrode of the first capacitor.
