An illuminating apparatus (100) has: a light source unit (140), which includes a light emitting element (110), and a luminous flux control member (120); a columnar light guide rod (160), which is composed of a transparent material; and a cover (170), which is disposed to cover the light source unit (140) and the light guide rod (160), said cover being disposed with respect to the light source unit (140) and the light guide rod (160) with an air layer therebetween.
