Said crank-and-rocker device with the front and rear mechanisms is arranged at said frame and engaged with the drive gear. Front and rear crank-and-rocker mechanisms comprise the front and rear swing jaws (4) and (8), respectively, and front and rear spacers (7) and (9), respectively. The moving plate is arranged at the front jaw to make with the fixed plate the crushing chamber. Eccentric actuator is composed of an actuator structure with the offset drive shaft (3). The latter engages with the drive gear and is articulated with the front and rear jaws. Said shaft comprises the closing element (31) and rod (32). The front jaw is engaged with the shaft closing element. The chamber is arranged at the closing element centre at the shaft rod connection point. Bearing bushing (33) is fitted on the shaft rod in chamber (34). The rear jaw is engaged with the bushing to extend and swing through hole (35) at the shaft closing element. The first and second ends of the front spacer are articulated with the front jaw lower rear part and rear jaw front part, respectively.
