PROBLEM TO BE SOLVED: To solve such a problem that conventional moving image standards provide a relatively high coding efficiency, but a coding and/or decoding speed intends to be decreased according to an increase of an amount of calculation.SOLUTION: A moving image coding device includes a preparation means preparing a motion vector candidate list constituted from a first motion vector and a second motion vector. The first motion vector is a motion vector from at least one adjacent block that is adjacent to a current block in a current frame. The second motion vector is a motion vector used for pixel prediction in a previous frame of the current frame, and a motion vector at a second position that is calculated by subjecting a coordinate at a first position of the current block to an arithmetic left shift processing after an arithmetic right shift processing.SELECTED DRAWING: Figure 4
