A hydrogen production device using a photovoltaic power generation system and a solid polymer electrolyte is provided to increase production efficiency of hydrogen by feedbacking only an input current of a solid polymer electrolyte fuel cell and tracking the maximum power point using a duty ratio, thereby supplying the maximum current to the solid polymer electrolyte. A hydrogen production device using a photovoltaic power generation system and a solid polymer electrolyte comprises: a photovoltaic array capable of collecting light energy of sunlight; a DC/DC converter for converting the sunlight energy; an SPE(Solid Polymer Electrolyte) system capable of producing hydrogen and oxygen by electrolyzing water; and a control part for controlling the respective components, wherein generation of hydrogen is maximized by controlling an electric current through control of a switch on/off time(a duty ratio) to obtain the maximum power point, thereby supplying the maximum current to the solid polymer electrolyte system. The switch on/off time(a duty ratio) is controlled by a pulse width modulation(PWM) signal.
