<P>PROBLEM TO BE SOLVED: To prevent resource waste due to the installation of any unnecessary device by manifesting the labor or error of device selection in installing a network device. <P>SOLUTION: A function priority order decision utility 102 acquires the performance information of a network device discovered by a PnP controller 106. A device whose performance is the most excellent is compared with the performance information of the already installed homogeneous device. Then, when the performance of the discovered device is higher, the device is installed.
