PROBLEM TO BE SOLVED: To provide an apparatus for modification of heavy oil utilizing water, modifying heavy oil while suppressing the amount of produced coke at minimum, as to various kind of heavy oils, without reducing productivity of the modified heavy oil. SOLUTION: The invention relates to the method for modification of heavy oil comprising following steps. A step producing high temperature/high pressure water by pressure rising the water from a water tank 1 by a water pump 2 and then heating with a water heater 3. A step heating the heavy oil from a heavy oil tank 4 by pressure rising with a pump 5 and then heating with a heavy oil heater 6. A step measuring the amount of coke in the liquid by feeding heavy oil after heating to a sampling tank 20 through a sampling valve 17 for heavy oil after heating on an upstream side than the mixer 7 and measuring amount of liquid of the heavy oil after heating by a weight meter 18 and measuring the amount of gas by a gas flow meter 19. A step feeding the result to the controller 21 to control the temperature of the heavy oil heater 6 so that the coke is not produced from the heavy oil, and regulates the residence time by the feeding amount of the heavy oil by the heavy oil pump 5.
