PROBLEM TO BE SOLVED: To provide a method and device for production of a solid fuel for firing cement which dries the combustible material of a processing object containing a flammable volatile material while preventing ignition to flammable volatile materials and reducing the risk of fire generation, and does not lower the fuel economy of a cement firing facility.SOLUTION: A method for production of a solid fuel for firing cement is characterized by drying the combustible material of a processing object using a drying fluid which has a temperature lower than the flash point of the combustible material (step A), has the temperature satisfying the inequality of [concentration (C2) of flammable volatile material in the drying fluid]<[lower limit concentration (C) in the combustion range of flammable volatile material] (step B) and is adjusted to the drying temperature (t1) of or lower than a temperature at which the moisture content of the combustible material becomes a limited one (step C).SELECTED DRAWING: Figure 1
