PROBLEM TO BE SOLVED: To shorten time wherein an incoming signal cannot be received when cell reselection has been started. SOLUTION: A user device comprises: a tracking area ID judging means for judging whether or not a new tracking area ID transmitted from a base station device to the user device which reselects a standby cell when a cell existing in the coverage area has changed is the same as a tracking area ID of the cell which has been existing in the coverage area immediately before the reselection of the cell; and a paging receiving means which receives paging using a paging parameter in the cell which has been existing in the coverage area immediately before the reselection of the cell when it is judged that the new tracking area ID is the same as the tracking area ID of the cell which has been existing in the coverage area immediately before the reselection of the cell.
